Allen Dulles directed the CIA through the Bay of Pigs operation and was dismissed by President Kennedy in November 1961. Two years later he was appointed by Johnson to the Warren Commission. Dulles's presence on the Commission — a panel investigating in part the conduct of the agency he had led — has been the subject of conflict-of-interest analysis in the Church Committee and ARRB records.
