Anne Goodpasture (1926–2011) was a senior CIA case officer in the Mexico City station during Lee Harvey Oswald's visit to the Cuban and Soviet embassies in late September and early October 1963. As a deputy to station chief Win Scott, Goodpasture handled the station's photo-surveillance and wiretap product — including the LIENVOY and LIFEAT programs — and was responsible for coordinating cables to CIA headquarters about unusual visitors. Her two 1995 and 1998 depositions to the Assassinations Records Review Board (ARRB) are among the most detailed first-person accounts of the station's handling of Oswald-related intelligence and are heavily cited by later researchers. Goodpasture stated that David Atlee Phillips's account of why the Oswald name checked out routinely — involving a "lazy Soviet desk officer" — was not true; she also confirmed that Phillips was away from the station at CIA HQ and JMWAVE between September 30 and October 9, 1963.
