David Atlee Phillips joined the CIA in 1950 and served in Havana, Beirut, Mexico City, and Washington. From 1961 to 1965 he was Chief of Covert Action at the Mexico City station, with primary responsibility for Cuban operations including propaganda and anti-Castro work. HSCA testimony from Antonio Veciana identified Phillips as the man Veciana knew as "Maurice Bishop," an allegation Phillips denied and the HSCA did not conclusively resolve. Phillips retired from the CIA in 1975 and founded the Association of Former Intelligence Officers.
