G. Robert Blakey, a professor of law at Cornell and later Notre Dame, was appointed Chief Counsel of the HSCA in June 1977. Under his direction the Committee commissioned the forensic pathology panel, the photographic evidence panel, and the acoustic analysis that grounded the Committee's 1979 "probable conspiracy" conclusion. Blakey later wrote extensively on the investigation and on the subsequent scholarly record.

The HSCA publishes its Final Report, concluding that President Kennedy was "probably assassinated as a result of a conspiracy." The report concludes that Carlos Marcello and Santo Trafficante Jr. had the motive, means, and opportunity to be involved, while finding no direct evidence of participation.
